Planning Board Addresses Flood Insurance Compliance and Bylaw Development

NEW MARLBOROUGH — Planning Board receives federal floodplain bylaw mandate after 45-year compliance gap. Joy Duperault, Director of the Massachusetts Flood Hazard Management Program and State NFIP Coordinator, presented the board with a 25-page FEMA-approved template containing 19 mandatory elements, including floodplain administrator designation, permitting, and documentation standards. New Marlborough has participated in the National Flood Insurance Program since July 2, 1981, but never adopted the required bylaw.
Chair Bob Hartt requested written verification that the town will make good-faith efforts and residents will be held harmless, and the board committed to completing the bylaw by the 2027 Annual Town Meeting.
